The Mayor of London Ken Livingstone today welcomed the announcement that the IRA have put their weapons beyond.

Ken Livingstone said: `This is an historic decision. There can be no excuse for not restoring the democratically elected institutions in Northern Ireland. The British and Irish government should respond with an early statement that all of the institutions established by the Good Friday Agreement will now be restored without delay.
